The Semenovskya Correctional School operates a summer camp for their charges. All of these kids have some type of emotional and behavior problems and a good chance that in the past they have had run ins with the law. Most come from broken homes, parent(s) alcoholic or drug users, in prison etc. The parents have been deprived of their parental rights by law and the child made a ward of the state. Formally the camp had been operated by a large manufacturing facility and was for employee use. Workers were awarded time there as a bonus or incentive. With the fall of the USSR all the large factories in Yoshkar-Ola closed and after years of non use it was turned over to the correctional school. The director of the school invited us to visit on the last Saturday of August and attend the awards ceremony. Both staff and kids provided entertainment and award certificates were given to many of the kids for excelling in a craft or activity. On Sunday they were returned to the Correctional Boarding School where they will spend the next ten months. Most likely a child placed there will remain until age 17. Based on evaluation at that time they will either be placed in another institution for adults or allowed to return to society. |
